God is generous and so he calls us to be as well.  What we do with what God has given us shows the world where our hearts are at and helps proclaim the gospel. We want to glorify God with every area of our lives, and that includes what we do with our finances.

Designated Funds Policy

In order to reflect the stewardship and ministry intent of the contributors to Hillcrest Baptist Church, financial receipts will be categorized in three ways:  general operating receipts, ear-marked funds, and temporary restricted funds.
General Operating Receipts will comprise all contributions received without any specification of donor intent.  These funds will be used to fulfill the budgeted expenditures (as set forth in the General Operating Budget established by the Finance Committee and approved by the church body) and other expenses necessary for and consistent with the church’s operations and purpose.
Ear-Marked Funds include monies set-aside for a specific purpose, as approved by the Finance Committee operating under the authority of the Church Council.  Ear-marked funds represent intended uses for the funds; however, ear-marked funds may be repurposed whenever the Finance Committee determines an alternative use is appropriate.  Ear-marked funds will be tracked using a special group of liability accounts within the church’s bookkeeping software – under the broad heading “Ear-Marked Funds.”
Temporary Restricted Funds are contributions given with the stipulation that the money be used for a designated type of expense or purpose.  These donations will be accounted for separately from general-operating and ear-marked funds.  In particular, temporary restricted funds will be tracked using a special group of liability accounts within the church’s bookkeeping software – under the broad heading “Temporary Restricted.”  Each major sub-heading under the “Temporary Restricted” heading will represent an approved “designated fund account” to which donors may contribute.  Any donation received will be placed in the designated fund account that the Financial Administrator determines to most closely match the donor’s intent.  The “Special Projects Fund” account will be used for any donation that does not clearly fit within one of the other approved designated fund accounts.  Each fund, at the discretion of the Financial Administrator, may be comprised of multiple sub-accounts.  Disbursements will be made by the Financial Administrator in accordance with the defined purpose of each designated fund account as documented herein.  NOTE: Monies may be transferred between sub-accounts within a given designated fund account (i.e. between bookkeeping accounts that are all under the same “designated fund account” heading), but not between designated fund accounts.  Creation of new designated fund accounts requires approval by the Church Council and must include a written description detailing the scope and purpose of each fund.
The Church Council has established and approved the following designated (Temporary Restricted) fund accounts:
Foreign Missions Fund:  In exercise of its Christian purposes, its desire to train and equip disciples, and its call to spread the gospel of Jesus Christ, Hillcrest Baptist Church has established a Foreign Missions Fund to provide resources for the church, church members, or other worthy persons or organizations spreading the gospel of Jesus Christ around the world.  The fund can also provide resources to church members or other worthy individuals for short-term mission trips or support of long-term missions.  The church welcomes contributions to the fund.  The administration of this fund is subject to the control and discretion of the Missions Committee operating under the authority of the Church Council.  Recommendations for disbursements may be made by anyone, but there is no binding obligation to honor the recommendation.  Donors will not be permitted to recover a contribution because the donor’s recommendation was not followed.
The church recognizes that missions is a vital part of the church’s purpose and has established this fund as an ongoing fund.   Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.

Benevolence Fund:  In exercise of its Christian and charitable purposes, Hillcrest Baptist Church has established a Benevolence Fund to assist persons in financial need.  The church welcomes contributions to the fund.  The administration of the fund is subject to the exclusive control and discretion of the Benevolence Committee operating under the authority of the Board of Deacons.  The Benevolence Committee may consider recommendations from anyone, but the committee is not bound in any way to honor the recommendations.  Donors will not be permitted to recover a contribution because the committee failed to honor the donor’s recommendation.
The church recognizes that assisting persons in financial need is a continuing mission of the church and has established this fund as an ongoing fund.  Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.
The following documentation should be recorded for accurate record-keeping of benevolence requests (as required by the Internal Revenue Service.)
1.    A complete description of the assistance given.
2.    The purpose for which the aid is given.
3.    The church’s or Benevolence Committee’s objective criteria for disbursing assistance under the benevolence fund.
4.    How the recipients were selected.
5.    The name, address, and amount distributed to each recipient.
6.    Any relationship between a recipient and the officers, directors, or key employees or substantial contributors to the church.
Love Offering Fund:  In exercise of its Christian purposes, Hillcrest Baptist Church has established a Love Offering Fund to honor laborers in the field with a financial gift.  The administration of the fund is subject to the control and discretion of the Finance Committee operating under the authority of the Church Council.  Recommendations for disbursements may be made by anyone, but there is no binding obligation to honor the recommendation.  Donors will not be permitted to recover a contribution because the donor’s recommendation was not followed.
The church recognizes that there are occasions for receiving offerings and making donations above and beyond items identified in the general-operating budget, and has established this fund as an ongoing fund.  Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.
Missions & Ministry Fund:  In exercise of its Christian purposes, its desire to train and equip disciples, and its call to spread the gospel of Jesus Christ, Hillcrest Baptist Church has established a Missions and Ministry Fund to provide resources for ministry both within the church and through other missions endeavors (international or otherwise) and ministry opportunities.  The church welcomes contributions to the fund.  The administration of this fund is subject to the control and discretion of the Missions Committee operating under the authority of the Church Council.  Recommendations for disbursements may be made by anyone, but there is no binding obligation to honor the recommendation.  Donors will not be permitted to recover a contribution because the donor’s recommendation was not followed.
The church recognizes that missions and ministry is a vital part of the church’s purpose and has established this fund as an ongoing fund.   Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.
Building Fund:  In exercise of its Christian purposes and in reflection of good stewardship of its facilities, Hillcrest Baptist Church has established a Building Fund to maintain the church building, grounds, and equipment; as well as to provide for future repairs, remodeling, or construction.  The church welcomes contributions to the fund.  The administration of the fund is subject to the control and discretion of the Building and Grounds Committee operating under the authority of the Finance Committee.
The church recognizes that maintaining the church facilities and equipment, as well as planning for future needs, is a practice of good stewardship, and has established this fund as an ongoing fund.  Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.
Special Projects Fund:  In exercise of its Christian purposes, Hillcrest Baptist Church has established the Special Projects Fund to support specific programs or activities that are consistent with its ministry intent.  The administration of this fund is subject to the control and discretion of the Finance Committee operating under the authority of the Church Council.  Recommendations for disbursements may be made by anyone, but there is no binding obligation to honor the recommendation.  Donors will not be permitted to recover a contribution because the donor’s recommendation was not followed.  NOTE: Monies may be transferred between sub-accounts within a given designated fund account.  As such, donations to the Special Projects Fund for a specific project or program may, at the discretion of the Finance Committee, be used to supplement other projects or programs.
The church recognizes that special projects can be accomplished through designated donations and has established this fund as an ongoing fund.   Should at any time in the future the Church Council vote to close this fund, all money in the fund at that time will be transferred into the general fund of the church.
